Eye stains Empty Eye stains

What causes this? This is a recent issue for Lucy. It looks alot more pronounced in the pic but it's still definitely visible.

Hooli had these a few months ago-his were caused by his allergies, his eyes were watering and then staining his eye area. They went away once we cleared up his watering eyes.

Oh I don't know, but Lucy has eyeshadow!

Does she have allergies at all or something making her eyes water? I hope you can get to the bottom of it, not that I don't like the eyeshadow, just figure it may be irritating to her.

She's never had allergy issues but I guess they could be forming. She has been spending more time outside since we've been outside more than usual lately.

I haven't really noticed her eyes watering more than usual but obviously they are. It doesn't really seem to be bothering her.
